Vietnam Advances Rooftop Solar Power in Industrial Parks

Recently, the Vietnam Energy Partnership Group (VEPG) held its second Technical Working Group 2 meeting of 2023, focusing on renewable energy development and the energy transition in Vietnam. A key topic of discussion was the significant potential of rooftop solar power within industrial parks.

The meeting, co-chaired by Mr. Pham Nguyen Hung and Mr. Santiago Alonso Rodriguez, brought together representatives from various ministries, embassies, international organizations, research institutions, private enterprises, universities, and independent experts. The agenda included updates on renewable energy policies, the Offshore Wind Task Force, and strategies for promoting geothermal energy and rooftop solar power in industrial settings.

Mr. Pham Dang An, Deputy CEO of Vu Phong Energy Group and Director of VP Carbon, presented valuable insights into the opportunities, challenges, and recommendations for developing rooftop solar power solutions tailored to the needs of industrial parks, leveraging Vu Phong Energy Group’s extensive experience since 2009.

Mr. An highlighted the considerable potential for rooftop solar power in Vietnam, citing high solar irradiation, numerous sunshine hours, the rise of green industrial parks, and increasing corporate adoption of renewable energy. He also noted the decreasing investment costs – down approximately 30-35% since 2019 – and the growing accessibility enabled by Power Purchase Agreement (PPA) models, which allow businesses to benefit from solar power without direct ownership or operation.

The integration of smart and sustainable technologies, including automation, smart manufacturing, and renewable energy sources, enhances the safety, reliability, and efficiency of industrial parks, attracting businesses and ensuring compliance with environmental regulations and international standards. For companies, adopting rooftop solar power reduces energy costs with rooftop solar demonstrates a commitment to sustainability, especially important in light of growing international regulations like the EU’s Carbon Border Adjustment Mechanism (CBAM).

While the outlook is positive, challenges remain. These include policy gaps following the expiration of Decision No. 13/2020/QD-TTg, system investment costs, and access to PPAs for smaller businesses. Addressing these challenges is vital for maximizing the benefits of rooftop solar power and furthering Vietnam’s energy transition.

To fully realize the advantages of rooftop solar power, supportive policies are needed for industrial parks and export processing zones, alongside incentives for household and corporate installations. Facilitating direct power purchase agreements for projects of all sizes, and establishing stable, long-term renewable energy policies, will also be critical for attracting international investment and driving further growth in the sector.
